Bangladesh bans the telecast of Hindi-dubbed Doraemon

Bangladesh bans the telecast of Hindi-dubbed Doraemon, banglabox.com
This is quite complex matter. Above "banglabox.com", "Deccan Herald", other Indian news sources, Japanese news sources, etc., what India/Japan media mentioned this news has a slightly different shade of meaning from what Bangladesh media mentioned. The former media for emphasizing the Hindi invasion and the latter media for not only language matter also the contents of Doraemon, like telling lies and speaking Hindi.
Bangladesh bans Hindi-dubbed Japanese cartoon, Deccan Herald
Bangladesh has banned a popular Hindi-dubbed Japanese cartoon for its "negative impact" on children but denied the step was taken because the show was telecast in Hindi.
"A circular has been issued asking cable operators not to air Doraemon as it contains scenes where a character frequently lies or tries to escape school work," an information ministry spokesman told PTI.
Yesterday, Information Minister Hasanul Haque Inu had told the Parliament that "the government doesn't want children's educational atmosphere to be hampered by Doraemon."
The spokesman however denied reports that the ban on Japanese cartoon Doraemon was imposed because it was dubbed in Hindi.
India has 22 official languages. But, more than 98% of Bangladeshis speak Bengali as their mother tongue as it is the official language. Not like Indian language situation. Also, English is used as a second language among the middle and upper classes. English is also widely used in higher education and the legal system.
Doraemon is translated to Hindi in India and Bangladesh broadcast import this contents.
Hindi is the native language of people living in northern India and is major of the official languages of the Republic of India.
The Indian constitution declares Hindi shall be written in the Devanagari script and will be the official language of the Federal Government of India. The Constitution of India has stipulated the usage of Hindi and English to be the two languages of communication for the Central Government. Most government documentation is prepared in three languages, English, Hindi, and the official language of the local state.
I feel major reason of bans of this Japanese cartoon is language matter. Hindi language cartoon gives bad influence to children  for studying mother tongue.
If contents of Doraemon (speaking lies, etc.) is given negative affect to Bangladesh children, how about other cartoons?
Or some special reason of this Japanese cartoon? I want to ask Bangladesh people's opinion.

Japanese Word, "Ga! Tsuli!"

Ga! Tsuli! (ガッツリ), how this Japanese word translate in English...
